Doesn't appear to get around the core issue I'm facing, which is that the Events of Type 'Error' in the Microsoft-Windows-UpdateClient' source do not appear in the query. I don't do this often enough to remember all the steps, but generally: Attach a cd/iso of Windows 2024 to the server and run the installer. I believe you must run it from the server/file explorer - don't boot from the CD. As you go thru the steps select upgrade and keep all data and programs.
